Just as you probably wouldn't be able to join any amateur sports club without the effort of the coaches and administrating volunteers; you aren't be able to join a subpath without guides and elder volunteers. That is a simple truth of these kingdoms.

It is indeed work to be guided to and do the quests provided by a path. As much as I'ld like, I don't have the possibility to wait until 3am to find those other adults from half across the world during the hour or two they can actually play to experience even more of the content Elders and Guides offer. I do feel there were mistakes in the past and I do feel access to paths should be a lot easier but for all those things you need sufficient players with time or a development team with time. The times where we had either are unfortunately gone.

While sadly the number of volunteers to administer the quests are dwindling, making them npc administered just for the ones that give access to the paths, spells and items would take thousands of hours of development. In a game with very limited support, that's simply not going to happen.

Most subpaths don't have much to offer beyond a structure where you can teach and learn. That teaching and learning is the only real valuable perk of most subpaths and you can't mimic that experience by making all paths npc. I've experienced content of both a few dozen generic quests and hundreds of quests and events administered by a player. That is indeed volunteer work of an elder, a guide or some times even a regular subpath member. There is however no comparison between following a notebloc with steps to succeed and a human(like) interaction with a shared experience.

The gate is not just at the access to the paths, while that is a small change at first sight, the access to a lot of things you probably would like to have is also gated by quests which are today administered by player volunteers. Completing these quests in turn give you the possibility to get certain dyes, items and spells.
